PCI Scraps Exit Exam Mandate for D.Pharm 2022-23, Orders States to Issue Registration Certificates

New Delhi: The Pharmacy Council of India (PCI) has instructed all State Pharmacy Councils (SPCs) to proceed with the issuance of registration certificates to eligible Diploma in Pharmacy (D.Pharm) candidates, while withdrawing its earlier directive dated 8 December 2025, which had postponed registration for the 2022-23 batch until the exit examination was conducted.

In the latest notice (Ref. No. 14-285/2025-PCI dated 20 February 2026), the Council stated,

“I am directed to inform that all State Pharmacy Councils are requested to issue registration certificate to the passed out as per the prescribed conditions u/s 32(2) of the Pharmacy Act,1948.”

The circular explicitly states that the previous Council’s Circular No. 14-285/2025-PCI/POLICY-14011/8/2025/POLICY/I/1581/2025 dated 8.12.2025 stands null and void, superseding the earlier instructions

The now-withdrawn December 2025 circular had stated that registration certificates for students passing out from the 2022–23 academic batch would be issued only after the Exit Examination was conducted, effectively delaying the registration process for those candidates.

By revoking that directive, PCI has removed the examination-linked restriction, enabling State Pharmacy Councils to process registrations without waiting for the exit test.

The latest circular, addressed to all pharmacy institutions/registration tribunals, urges authorities to take urgent necessary action. The notice has been signed by Registrar-cum-Secretary Anil Mittal.
